Purpose
The project-specific templates are used to present document artifacts and reports. All members in the project will use the project-specific templates.
Timing 
The project-specific templates are developed as they are needed by the development. Note that in an iterative approach you go through the entire lifecycle in the first or second iteration which means that the project-specific templates need to be ready early in the project lifecycle.
Responsibility
The process engineer is responsible for defining and creating the project-specific templates.
Tailoring
Which templates to have will vary between projects. Each template can be
tailored, which is described in the artifact description, section
"Tailoring".
